Azhar (Ashir Azeem), an engineering graduate, chooses a career in law enforcement over engineering and is appointed as an Assistant Superintendent of Police (ASP). His first posting is in Quetta, where he reconnects with old friends:

- Naveed aka Nido (Asal Din Khan), who manages his family business
- Wajid, a crime reporter for a local newspaper
- Hameed, the owner of a licensed arms store, who helps train the group
Together, they form a covert task force to fight organized crime, terrorism, and drug trafficking, working outside the traditional police structure to avoid corruption and internal leaks.
Azhar is secretly monitored by Sara (Nazli Nasr), an undercover officer posing as a UN worker, likely reporting to the Ministry in Islamabad. After a chance encounter on a flight to Quetta, Sara begins tracking Azhar’s activities.
Soon, Azhar is assigned a confidential narcotics case by the Ministry. He is advised to form a discreet team and begin operations independently. The group starts intensive weapons training and develops a computerized database system for national identity cards, passports, and vehicle registrations—an innovative approach for crime-fighting in the 1990s.
